This is a good initiative, which will allow banks to raise additional financing under favorable terms, and thus to offer SMSB clients loans at lower rates. And in an environment where SMSB seek to reduce costs and cheapen the cost of loans, lower interest rates (which may be the result of this initiative) is seen as an effective aid of supporting small and medium-sized business entities. This is also a step towards the banks experiencing problems with access to liquidity sources.

In the environment of economy stagnation and total tightening of credit costs, fund raising by the CBR will allow maintain the rates acceptable for the businesses and, subsequently, support the SME during the stagnation period.

Certainly positive. SMSB sector is the most vulnerable in terms of obtaining credit. Amid the common problems with the securitization the banks primarily reduce the amount of SMSB lending, since lending to this sector is more risky than lending to large and retail businesses. Accordingly, the new tool of the Bank of Russia will support both SMSB and the banks that have recently been developing lending to this sector.
